If I understand it right the larger the data tested/dealt with on the drive the batter. Also they normally post top speed under peak conditions. Getting below that, while annoying, is normal.
M.2 slots are (currently) found on two platforms: X99 (LGA 2011-3) and Z97 (LGA 1150.) While M.2 support isn't required for X99, I can't think of any X99 system boards I've seen that don't have an M.2 slot (after all, when you have up to 40 PCI-e lanes, why wouldn't you have an M.2 slot or two?) Not all M.2 slots are created equally.

The ASUS boards you mentioned all support M.2 Gen3 x4, and SLI with space to spare, though in some cases, the third or fourth x16 PCIe 3.0 slot will be disabled when a M.2 is used. If your 980s are double slot gpus and won't ever occupy the 3rd x16 slot, then there is not much to worry about.
